Energy Consumer Law Group was founded by attorneys Joshua Shane Horton and Jeffrey Allan Vivo to give homeowners a direct line of legal recourse against solar companies, energy financiers, and predatory lenders.

Joshua Horton represents homeowners and consumers in disputes over rooftop solar sales, PACE assessments, and the lenders who fund them. He litigates in Florida state and federal courts and arbitration, relying on the Truth in Lending Act, the Florida Deceptive and Unfair Trade Practices Act, and common-law fraud theories. Joshua founded The Joshua S. Horton Law Firm, P.A. in Jupiter, Florida in 2020 and is a founding member of Energy Consumer Law Group.

Jeffrey Allan Vivo, Esq.
Jeffrey Vivo is the founder of the Law Offices of Jeffrey A. Vivo, P.A., which he opened in 2013 after starting his career as an Assistant State Attorney in Florida’s Fifteenth Judicial Circuit. Since founding his firm, he has handled cases across civil litigation, criminal defense, and consumer matters, including securing multi-million dollar settlements that earned him a place as a Life Member of the Multi-Million Dollar Advocates Forum.
